Il-96 suffers engine failure/ On 29th February, an Il-96-300, operated by Domodedovo Airlines, suffered engine failure just before take-off at Yuzhno-Sakhalinsk airport. The crew implemented the emergency braking procedure. There were 115 passengers on board. According to Vladimir Andreyev, Director of the FSVT, in 1999, there were 21 air accidents and a total of 43 people were killed. While the number of incidents decreased by one third, compared to 1998, the number of victims increased by six.
