President Putin has appointed Colonel Alexander Krutilin as head of the Defence Ministry's 13th Research and Development Institute at Lyubertsy. 
Krutilin replaced Major-General Alexander Nazarov who left due to health reasons. Krutilin was born in 1955 in Voronezh and graduated from the   Kharkov Aviation Institute in 1972 and the Zhukovsky Air Force Engineer Academy in 1985. With extensive experience in aircraft engineering, before his current appointment Colonel Krutilin was head of the air force department dealing with technical material. 
Located in suburban Mosocw, the 13th Institute provides military and scientific support for aviation products through development and time in service. It also investigates aviation accidents of both military and civil aircraft. The institute has around 250 researchers.
