GSGA bans civil flights from Chakalovsky

Vladimir Rudakov, Head of the GSGA's flight safety department, has said that the GSGA has banned civil airlines from regularly operating from the Chakalovsky military airbase, outside of Moscow.
According to Rudakov, the decision was taken following the crash, in July, of a Rus Airlines Il-76 and the resulting investigation, which revealed that the airbase's procedures fell short of the level required by the civil aviation regulations. Civil operators may now only use the airbase for emergency flights.
It will be interesting to see if the GSGA's decision at Chakalovsky will be extended to other military and flight test installations, where, historically, civil aircraft have operated well away from the prying eyes of the GSGA's inspectors.
